A UN experts’ report describes Russian instructors fighting beside the Central African army, whose north-east operations now touch the Chad border. Chad says a Saturday 10 October raid crossed its border, while the Central African government says it did not.

For US readers it matters because Washington sanctions Wagner, a Russian private army, and tells citizens not to travel to the country. The Central African Republic is a landlocked state north of Congo, run from Bangui, its capital.

What the United Nations Has Documented

A UN Panel of Experts, which monitors sanctions on the country, published report S/2026/481 on 10 June 2026. It says state-allied forces are the army, Russian instructors, local militias and armed actors called “Wagner Noirs”.

Interviewees told the experts the term refers to former fighters, disarmed and demobilised, who now work alongside Russian instructors. The experts said unclear command and control raises concerns about accountability and civilian protection.

The experts logged joint army and Russian operations in the north-east, including a patrol near Birao that presumed rebels ambushed. Birao is the main town of Vakaga, the region where Chad, Sudan and the Central African Republic meet.

What the UN Mission Told the Security Council

Valentine Rugwabiza, who leads the UN peacekeeping mission, told the Security Council on Tuesday 20 October that the three-border area remains tense. She said national forces are running operations in Vakaga against feared cross-border attacks by armed groups.

She said more than 1,900 combatants have disarmed since July 2025. Armed groups attacked Am-Dafock, a town on the Sudan border, on 30 June and displaced more than 17,000 civilians.

Her statement does not mention the 10 October raid or Chad’s protest. The Council is preparing to renew the mission’s mandate, and she asked it to keep adequate force levels.

What the Two Governments Say

The Central African defence ministry said on Saturday 10 October that its army and Russian allies ran preventive operations against foreign mercenaries. Bangui says the operation took place in Vakaga.

Chad’s foreign minister, Ahmed Kogri, summoned the Central African ambassador on Sunday 11 October. He said an armed incursion in the Tissi border area on Saturday seriously wounded several soldiers and civilians.

The Central African Presidency said on Thursday 22 October that the attack took place only on Central African soil. Neither government has made public evidence that outsiders can check.

Dimitri Sytyi, a presidential adviser who directs the Russian House cultural centre in Bangui, spoke on Tuesday 20 October. He said drone readings, maps and a statement from rebel leader Noureddine Adam keep the operations inside the country.

Who the Russian Forces Are

Wagner is a Russian private military company that, according to the US Treasury, first deployed to the country in January 2018. On Thursday 26 January 2023 the Treasury said Wagner personnel engaged in serious crimes there and in Mali, including mass executions.

Central African officials say “Russian allies”, and the UN experts say “Russian instructors”. The statements cited here do not name the Russian unit that took part on 10 October.

What It Means for You

The US State Department, Washington’s foreign ministry, tells Americans not to travel there, citing crime, civil unrest and kidnapping. It says the US government has limited ability to provide emergency services to citizens.

Aid workers and business travellers should treat Vakaga and the borders with Chad and Sudan as unsafe. US sanctions on Wagner mean American firms must avoid dealings with it.

What Is Not Known

It is not known whether the 10 October raid crossed into Chad, since each side gives a different account. No independent investigation has been published.

No full casualty count exists, and the evidence each side cites is not public. The UN experts’ report dates from June, four months before the raid.

What Comes Next

Watch for a Chadian reply to the 22 October statement and for any joint border security plan. The UN Security Council is preparing to renew the peacekeeping mandate.

None of this means fighting has resumed. Official statements from Bangui, N’Djamena, Chad’s capital, or the UN would settle the open questions.
