São Paulo’s state government signed a 30-year contract on Thursday 22 October 2026 to build a new government center downtown, a project it values at about R$6 billion (US$1.19 billion). The São Paulo government center will move the governor’s office and about 22,000 civil servants into one complex in the Campos Elíseos district.

For US readers, it is a large test of Brazil’s public-private partnership model, in which a private group builds and runs a public building for decades in return for monthly state payments. It also changes a central district that visitors cross to reach Luz station, the rail and metro hub in the middle of the city.

In Plain English

  • Public-private partnership (PPP): a private group builds and runs a public project, and the state pays it every month.
  • Concession: the right to operate the complex for 30 years under the contract.
  • Campos Elíseos: a central São Paulo district next to Luz station.
  • Listed buildings: old houses protected by heritage agencies, which must be restored, not demolished.
  • Expropriation: the state buys homes and land by law so that the project can be built.
  • Currency: the real (R$). US$ figures use the central bank rate for 23 October 2026, R$5.0377 per US$1.

What the São Paulo Government Center Will Include

The complex is to have seven buildings and ten towers for the governor’s office, state secretariats and agencies, and about 22,000 civil servants now spread across nearly 40 addresses in the capital. It will also hold a theater, auditoriums and multipurpose rooms, according to the state government.

The state says the plan restores 17 listed buildings, and g1 says the century-old Campos Elíseos Palace will become the government’s reception hall. The state also plans 25,000 square meters of shops and services, over 40% more park greenery and LEED Gold, a green-building standard.

A new bus terminal near the Luz rail station will replace the Princesa Isabel terminal on Alameda Glete. Diário do Transporte reports that the new terminal must be finished before the old one closes and that the state says bus routes will not change.

The plan also foresees more than 6,000 homes in the central region, 55% of them for lower-income residents, according to g1. The state expects about 38,000 jobs during construction and 2,800 formal jobs in shops and services afterward.

How the US$1.19 Billion Is Split

The state estimates total investment at about R$6 billion (US$1.19 billion) over 30 years. Metrópoles reports that the state treasury puts in about R$3.4 billion (US$675 million) for construction and the concessionaire about R$2.7 billion (US$536 million).

The winning group, MEZ-RZK Novo Centro, won an auction at the B3 stock exchange on Thursday 26 February 2026 by offering a 9.62% discount on the state’s maximum monthly payment of R$76.6 million (US$15.2 million). That brings the monthly payment to R$69.2 million (US$13.7 million), and the contract ties the pay to performance.

The group combines Zetta Infraestrutura, M4 Investimentos, Engemat, RZK and Iron Property. A rival bid from Acciona-Construcap offered a 5% discount, ADVFN News reported after the auction.

Metrópoles notes that the first estimate was about R$4 billion (US$794 million) and that changes such as more parking raised the cost. It calls the extra parking at odds with the aim of moving the 22,000 workers onto public transport.

State Timetable After Signing

  • Year 1: plans, permits, first works at Terminal Luz and the start of expropriations.
  • Year 2: Terminal Luz delivered, expropriations and resettlement of families finished.
  • Year 3: building starts on the first blocks, the park and the square.
  • Year 4: first deliveries and restoration of the listed buildings.
  • Year 5: the remaining blocks are due.

Homes, Delays and the 2030 Target

About 230 homes must be expropriated and about 600 families were mapped in the area, according to g1. Estadão, as republished by Jornal E, puts the number at 312 properties, so the count differs by outlet.

g1 puts the expected cost of the expropriations at about R$500 million (US$99 million). Estadão says the state has reserved that sum against an estimate of R$676.9 million (US$134 million).

The concessionaire must provide housing for low-income families within 3 kilometers of their old homes unless they choose to move farther. The head of the state partnerships company said the plan allows 18 months of talks with residents before works start, and he told Estadão in February that the schedule is aggressive.

Secretary Guilherme Afif Domingos, who created the project, said the signing slipped from July because the concessionaire asked for time to raise funds in what he called an extremely complex market. He told Estadão the state hopes the works are finished by 2030.

What It Means for You

Investors can watch whether the monthly payment of R$69.2 million (US$13.7 million) and the construction timetable hold while the consortium secures financing. The deal shows how a state government can use a 30-year contract to rebuild a city center without paying the full cost upfront.

Anyone passing through Luz should expect years of construction, a moved bus terminal and pedestrian-only stretches on streets such as Helvetia, Guaianases and Alameda Glete, according to g1. ADVFN News describes the area as run down, with recurring robberies and drug use around the zone known as Cracolândia, and the state presents the project as a way to bring people and business back.

Governor Tarcísio de Freitas, a conservative from the Republicanos party, promised the 2030 delivery after his first-round election win this month, g1 reports. Our São Paulo governor debate report shows how his record on crime and the economy shaped that campaign.

What Is Not Known

The sources reviewed do not say how the concessionaire will raise its R$2.7 billion (US$536 million) share. The official gazette text was not opened for this article, so the figures rest on the state’s own release and local news reports.

Outlets differ on the total, with R$6 billion (US$1.19 billion) from the state and g1 and R$6.1 billion (US$1.21 billion) from Estadão, and on the number of properties, 230 or 312, which may be counted differently. Whether court challenges by residents will slow the expropriations is also unknown.

Estadão reported in February that the concessionaire was already worried about the deadline. The state cites a Datafolha poll of 1,564 people in the capital in which 64% rated the move good or excellent, but we did not open the poll itself.
