Brazil has moved to block welfare recipients from betting accounts, a measure that aims to keep social benefits out of online gambling. The rule took effect in July 2026.

It is enforced by the Ministry of Finance’s Secretariat of Prizes and Bets, the SPA.

What the Rule Does

The SPA blocks benefit recipients from opening or keeping betting accounts, matched by CPF, Brazil’s individual taxpayer number. Operators must close existing accounts within three days and return the balance.

In addition, licensed operators must check the SPA’s list of blocked CPFs. They check when a user opens an account, on the first daily access, and at least every 15 days after that.

If a person on the list is identified, the platform must close the account and refund the remaining funds.

Who Is Affected

The restriction covers Bolsa Família, Brazil’s main cash transfer programme for low-income families. It also covers the BPC, a monthly payment for elderly and disabled people with very low income.

An August 2026 government notice says it also applies to Desenrola Brasil beneficiaries and Fies borrowers. Therefore, the measure reaches a wide range of welfare recipients.

Why the Measure Exists

The policy follows reporting that welfare money was flowing into betting. A June 2026 report cited the Court of Accounts on August 2024.

Beneficiaries transferred the equivalent of 3 billion reais to betting platforms that month, about 21% of their total transfers. As a result, the Finance Ministry issued the rule in October 2025, and it applied from July 2026.

The ministry says the measure is already in force.

How Many People Are Blocked

The Finance Ministry said about 2.8 million beneficiaries were already blocked from betting platforms. Another August report put roughly 3 million Bolsa Família and BPC beneficiaries as blocked.
