M Veerappa Moily was chief minister of Karnataka immediately after the economic reforms were unleashed in 1991. He has held various ministerial roles at the central level, too, including in the ministries of corporate affairs, law, and petroleum. As the head of the Second Administrative Reforms Commission (ARC), set up in 2005, he also studied governance and administration closely, and recommended quite a few changes. Some were accepted, others not. In a virtual interview with Archis Mohan and Vikram Gopal, Moily talks about improving administration and governance. Edited excerpts:
