The Telangana Government has introduced a massive budget of ₹3.24 lakh crore for the financial year 2026-27. The budget projects a total revenue expenditure of ₹2.34 lakh crore and capital expenditure of a huge ₹47,267 crore, more than 20% higher than the current (financial year 2025-26) budget. Revenue receipts during the fiscal (2026-27) are pegged at ₹2.41 lakh crore, up almost 20% as compared to the ₹2.03 lakh crore of the current fiscal.The government will introduce ‘Indiramma Family Life Insurance Scheme’ from June 2, the State formation day, 2026, to provide life insurance of ₹5 lakh to each of the 1 crore 15 lakh families in the State, announced Finance Minister Mallu Bhatti Vikramarka during the budget speech

During the budget speech, he said that the per capita income of Telangana increased in 2025–26. At current prices, the State’s per capita income stood at Rs.4,18,931, with a growth rate of 10.2% as against national per capita income of Rs.2,19,575 and growth rate of 6.9%.

Speaking at the Telugu New Year Ugadi celebrations at the State Congress headquarters in Hyderabad on Thursday, Mr. Vikramarka said he hoped that all sectors in the State would achieve significant growth and the youth of Telangana would receive excellent employment opportunities.

The Congress government had allocated over ₹56,000 crore in the previous budget for implementing the party’s ‘six poll guarantees’, while expecting to raise ₹64,000 crore through open market loans.

    1.82 crore registered vehicles in Telangana

    On Transport Department, Finance Minister Mallu Bhatti Vikramarka says there are 1.82 crore registered vehicles under the jurisdiction of the Telangana State Transport Department. 

    Tax exemptions amounting to ₹105.16 crore have been granted to 11.75 lakh agricultural and three-wheeler vehicles.

    Under the Electric Vehicle Policy, tax exemptions amounting to ₹856.98 crore have been granted to 1.06 lakh electric vehicles in Telangana.

    Telangana is implementing digital services “Sarathi” and “Vahan,” developed by the National Informatics Centre (NIC), in Telangana. Vahan services will be made fully available within the next six months.

    Telangana’s public debt outstanding inches to ₹6 lakh crore

    The public debt outstanding of the Telangana Government is inching closer to ₹6 lakh crore mark. The State Government has proposed to raise close to ₹60,000 crore debt during the financial year 2026-27, going by the 2026-27 budget documents presented in the Assembly on Friday (March 20, 2026). This will take the total public debt outstanding to ₹5.62 lakh crore at the end of the next financial year from ₹5.03 lakh crore of the current fiscal.

    Telangana to launch breakfast scheme for pre-primary to Intermediate students,

    From the academic year 2026-27, Telangana government has decided to newly launch a Breakfast Scheme across the State for students studying from pre-primary to Intermediate, with quality nutrition. Under this breakfast programme, every student will be given milk on three days a week and ragi malt on the remaining three days, announced Finance Minister Mallu Bhatti Vikramarka and added that the initiative will improve nutrition and health outcomes, increase attendance and punctuality, and reduce dropouts and absenteeism. 

    “This Breakfast initiative will not only nourish bodies - it will nourish the future of Telangana,” said Mr. Bhatti. 

    The Finance Minister also announced a new Midday Meal Scheme to students pursuing Intermediate education in Government Junior Colleges as well. This marks the beginning of a new chapter in the measures we are taking for student welfare, said the Finance Minister Bhatti in his Budget speech

    “Adolescence is a highly crucial stage of life, and the nutrition received at this age determines their learning ability and life expectancy,” he said.

    The Government has also decided to modernise kitchens in hostels and residential educational institutions with a Budget outlay of ₹100 crore.

    Outlay of Rs. 21,285 crore allocation for Energy Department

    Telangana Finance Minister Mallu Bhatti Vikramarka announced Rs. 21,285 crore allocation for the Energy Department in Telangana Budget 2026-27.

    The State’s installed capacity is 23,187 megawatts. A significant share of this comes from renewable energy sources, he said. Per capita power consumption of Telangana stands at 2508 units, which is much higher than the national average, said the Finance and Power Minister.

    Terming March 13, 2026 as a historic day for Telangana’s power sector, he said the State efficiently met the peak demand of 18,228 MW and supplied 341.08 million units of electricity, recording the highest ever consumption in the State’s history. 

    Producing energy is one stage; storing it and using it efficiently is the future. In this direction, Telangana is setting up 1500 MWh Battery Energy Storage Systems at Maheshwaram and Choutuppal, said the Power Minister. At the same time, TGGENCO has achieved a record in hydel generation and almost doubled its target.

    Through the revision of SLC charges recently, the Telangana government has introduced a system for providing new electricity connections in a contactless manner. Mr. Bhatti said that this is a crucial step towards increasing transparency on the lines of developed countries and reducing opportunities for corruption.

    Animal Husbandry sector contributed Rs.1,03,525 crore to Telangana GSDP

    Telangana Budget proposes an outlay of Rs. 1,529 crore for the Animal Husbandry and Fisheries Departments.

    For 2025–26, the Animal Husbandry sector contributed Rs.1,03,525 crore to the State GSDP, while the Fisheries sector contributed Rs.7,763 crore. The government is constructing a wholesale fish market at Koheda at a cost of Rs.47 crore.

    Outlay of Rs.7,366 crore for Civil Supplies Department

    Telangana Budget for the financial year 2026-27 proposes an outlay of Rs. 7,366 crore for the Civil Supplies Department.

    Finance Minister Mallu Bhatti Vikramarka said the previous government did not issue ration cards for ten years thus keeping many poor people away from welfare programmes. After the Congress government came to power, 15.12 lakh new ration cards have been issued to eligible poor families, he said. 

    “We added 19.44 lakh new members to the old cards. At present, there are 1 crore 5 lakh 7 thousand 879 ration cards in the State,” said the Finance Minister.

    Outlay of Rs. 23,179 crore for welfare of agriculture and farmers

    Telangana Finance Minister Mallu Bhatti Vikramarka says the 2026-27 budget proposes an outlay of Rs. 23,179 crore for agriculture and farmers’ Welfare.

    In 2024-25, 284 lakh 16 thousand tonnes of paddy was cultivated in 1.27 crore acres. Telangana exported 22,750 tonnes of rice to the Philippines. As a result, the demand for rice cultivated in the State increased and farmers received better support prices, he said. 

    The extent under horticultural crops in Telangana is about 13 lakh acres. Mr. Bhatti said that the government prioritized development of crops such as mango, custard apple, chilli, turmeric, and orange. 79,287 farmers are cultivating oil palm in 2 lakh 90 thousand 466 acres. 

    “We have prepared a plan to expand this crop to another 68,000 acres. We have decided to implement micro-irrigation methods in 2 lakh 34 thousand acres,” he said.

    Solar pump sets for 2.10 lakh tribal farmers

    Telangana Finance Minister Mallu Bhatti Vikramarka said the government will extend greater support towards progress of Scheduled Tribes living in remote areas, by providing solar pump sets with 100% subsidy under the “Indira Soura Giri Jala Vikasam” scheme with a budget of Rs.12,600 crore. 

    The facility will be provided to 2.10 lakh tribal farmers by encouraging plantation of forest-produce-related crops in 6 lakh acres of podu lands. Pilot project under the scheme launched in Achampet. “After studying its modalities, we will implement it across the State,” he said.

    Telangana Finance Minister on welfare schemes and initiatives for women

    Telangana Finance Minister Mallu Bhatti Vikramarka said the government is implementing Abhaya Hastham public welfare schemes such as Mahalakshmi, Gruhajyothi, Indiramma Houses, and Mahila Shakti Mission to bring light into the lives of the poor in a manner beneficial to those who do not even have minimum facilities.

    Under the Mahalakshmi scheme, the first promise implemented immediately after coming to power, was free bus travel. Under this scheme, 34 lakh 37 thousand women and girls in the State are travelling free in RTC buses every day. So far, women in the State have availed 269 crore 68 lakh free journeys under this scheme, thereby saving nearly ₹9,222 crore.

    Under a scheme to relieve women from the burden of cooking gas cylinders, the government is supplying gas cylinders at Rs.500 each, which benefitted 42.90 lakh families in the State. Through this scheme, women have saved about Rs.752 crore, he said.

    The Finance and Power Minister said that under the Gruhajyothi scheme - free electricity up to 200 units to about 53 lakh 9 thousand poor and middle-class families - the government has paid Rs.3,954 crore to the power utilities, and 10.97 crore zero-bills have been issued under this scheme.

    Under Mahila Shakti Mission, the government has resolved to make 1 crore women in the IKP groups of the State into millionaires. Mr. Bhatti said that they are making efforts to facilitate bank loans of Rs.1 lakh crore in five years. As part of this, loans amounting to Rs.57,938 crore have already been facilitated. 

    Under the VLR scheme, from December 2023 till today, interest subsidy of Rs.1,329 crore has been released to urban and rural SHGs. In the State, IKP has emerged as a strong network of self-help groups with 67 lakh women.

    On business opportunities being created for self help groups, the Telangana Finance Minister in the Budget speech said the government will purchase 600 buses through SHGs and lease them to TGSRTC. In the first phase, the government have purchased 494 buses at a cost of Rs.177 crore 84 lakh

    To further strengthen women’s empowerment, in addition to the existing 10 districts, the State government is establishing Indira Mahila Shakti Bhavans in 22 more districts, he said.

    Census first phase from May 11 to June 9, 2026

    Intensive preparations are underway to conduct the Census, which is the foundation for democratic processes such as delimitation of Parliamentary and Assembly constituencies, said Telangana Deputy Chief Minister and Finance Minister Mallu Bhatti Vikramarka during 2026-27 budget speech in Assembly on Friday (March 20, 2026) noon.

    It will be the first Census to be conducted after the formation of Telangana State. It includes the Self Enumeration method and the caste enumeration component. 

    The Finance and Planning Minister said that the first phase of the Census will be conducted from May 11, 2026 to June 9, 2026. The Self Enumeration process will continue from April 26, 2026 to May 10, 2026. The second phase will be conducted nationwide from February 9, 2027 to February 28, 2027. Thereafter, March 1, 2027 will be taken as the reference date.

    Telangana Finance Minister Mallu Bhatti Vikramarka lashes out at previous BRS government for not properly utilising funds under the Centrally Sponsored Schemes (CSS) from 2014 to 2023.

    Telangana’s GSDP growth rate increased from 10.6% in 2024–25 to 10.7% in 2025–26

    In 2025–26, Telangana’s Gross State Domestic Product (GSDP), at current prices, is ₹17,82,198 crore. Compared to the previous fiscal, the growth rate was 10.7%.

    Telangana’s growth rate is 2.7% higher than national average growth rate. The State’s GSDP accounts for 5% of the national GDP, making Telangana a strong growth engine for the country, said the Finance Minister Mallu Bhatti Vikramarka.

    Though India’s growth rate is slowing down, Telangana’s growth rate is showing better improvement. At current prices, the national GDP growth rate, which was 9.8% in 2024–25, declined to 8% by 2025–26. 

    During the same period, Telangana State’s GSDP growth rate increased from 10.6% in 2024–25 to 10.7% in 2025–26. Policies implemented by the Government are moving in the right direction and are contributing to development, he said.-N. RAVI KUMAR

    Revenue deficit and surplus

    Revenue deficit till January end is at ₹10,566 crore as against the revenue surplus of ₹2,738 crore estimated. The State achieved overall revenue receipts of ₹1.38 lakh crore till January end, 60.23% of the ₹2.29 lakh crore projected for the financial year. This includes huge quantum of borrowings and other liabilities — which according to the provisional figures of the Comptroller and Auditor General of India — are pegged at ₹69,148 crore.

    Telangana Government is working hard to strike a balance between welfare and development along with making adequate allocations to major infrastructure projects in the budget for next financial year 2026-27.

    The State Government has been struggling hard to raise finances for its flagship projects as the revenue receipts in 2025-26 are likely to fall short of budget estimates for the second consecutive year. At the same time, adequate care is being taken to make allocations for interest payments for loans obtained by the previous Government.
