Portugal's Top Trading Partnersby Flagpictures.org

Formally called the Portuguese Republic, Portugal exported US$89.5 billion worth of exported products around the globe in 2025 according to updated statistics from the International Trade Centre.

That dollar amount reflects a 18.9% improvement compared to $75.2 billion five years earlier during 2021.

Year over year, there was a 7.8% upturn from $83 billion in 2024.

The 5 leading countries buying goods exported from Portugal are Spain, Germany, France, United States of America and the United Kingdom. Collectively, that cohort of main import partners accounted for over three-fifths (62.7%) of Portugal’s total exports by value during 2025.

Applying a continental lens, about four-fifths (80.4%) of Portugal exports by value was delivered to fellow European countries while 6.9% was sold to North American importers.

Portugal shipped another 5.4% worth of goods to buyers in Africa.

Smaller percentages went to customers in Asia (5%), Latin America (2%) excluding Mexico but including the Caribbean, then Oceania (0.3%) led by Australia and New Zealand.

Portugal is a member of the European Union in good standing. The other EU members bought 72.8% of overall Portuguese exports up from 71.6% for 2024.

Below is a list showcasing 25 of Portugal’s top trading partners, countries that imported the most Portuguese shipments by dollar value during 2025. Also shown is each import country’s percentage of total Portuguese exports.

  1. Spain: US$23.3 billion (26% of total Portuguese exports)
  2. Germany: $12.4 billion (13.9%)
  3. France: $10.8 billion (12%)
  4. United States: $5.2 billion (5.8%)
  5. United Kingdom: $4.5 billion (5%)
  6. Italy: $4 billion (4.5%)
  7. Netherlands: $3 billion (3.3%)
  8. Belgium: $2.3 billion (2.6%)
  9. Poland: $1.4 billion (1.6%)
  10. Angola: $1.23 billion (1.4%)
  11. Sweden: $1.21 billion (1.4%)
  12. Brazil: $1.2 billion (1.3%)
  13. Morocco: $1.2 billion (1.3%)
  14. Türkiye: $1 billion (1.2%)
  15. Switzerland: $918.4 million (1%)
  16. Czech Republic: $781.9 million (0.9%)
  17. mainland China: $711.1 million (0.8%)
  18. Denmark: $662.1 million (0.7%)
  19. Romania: $638.9 million (0.7%)
  20. Ireland: $597.8 million (0.7%)
  21. Austria: $546.6 million (0.6%)
  22. Hungary: $535.1 million (0.6%)
  23. Slovakia: $520.7 million (0.6%)
  24. Canada: $489.4 million (0.5%)
  25. Mexico: $435.6 million (0.5%)

Approaching nine-tenths (88.9%) of Portuguese exports in 2025 was delivered to the above 25 trade partners.

Among the top importers that increased purchases of Portugal’s exports from 2024 to 2025, the fastest grower was Türkiye via a 43% gain. In second place was Hungary (up 21.8%) trailed by Germany (up 21.2%), Ireland (up 20.9%), United Kingdom (up 18.3%) and Canada (also up 18.3%).

The decliners were: United States of America (down -7% from 2024), Morocco (down -2.7%) and the Netherlands (down -0.1%).

Countries Causing the Highest Trade Deficits for Portugal

Portugal posted an overall trade deficit of -US$36.5 billion for 2025, expanding by 23.2% from -$29.63 billion in red ink one year earlier in 2024.

As defined by Investopedia, a country whose total value of all imported goods is higher than its value of all exports is said to have a negative trade balance or deficit.

It would be unrealistic for any exporting nation to expect across-the-board positive trade balances with all its importing partners. Similarly, that export country doesn’t necessarily post a negative trade balance with each individual partner with which it exchanges exports and imports.

Portugal incurred the highest trade deficits with the following countries.

  1. United Arab Emirates: -US$280.3 million (country-specific trade deficit in 2024)
  2. Belgium: -$179.2 million
  3. Switzerland: -$157.1 million
  4. Hong Kong: -$111.7 million
  5. mainland China: -$108.5 million
  6. Argentina: -$67.7 million
  7. Japan: -$59.1 million
  8. South Africa: -$52.5 million
  9. Taiwan: -$37.4 million
  10. Sweden: -$33.9 million

Among Portugal’s trading partners that cause the greatest negative trade balances, Portuguese deficits with Argentina (up 42,192%), mainland China (up 228.6%) and Belgium (up 49.4%) grew at the fastest pace from 2024 to 2025.

In addition, Portugal reversed a $9.5 million surplus trading with South Africa for 2024 to posting the deficit for 2025 listed above.

These cashflow deficiencies clearly indicate Portugal’s competitive disadvantages with the above countries, but also represent key opportunities for Portugal to develop country-specific strategies to strengthen its overall position in international trade.

Countries Generating the Greatest Trade Surpluses for Portugal

Based on Investopedia’s definition of net importer, a country whose total value of all imported goods is lower than its value of all exports is said to have a positive trade balance or surplus.

Portugal incurred the highest trade surpluses with the following countries.

  1. United States: US$323.3 million (country-specific trade surplus in 2024)
  2. United Kingdom: $245.7 million
  3. Brazil: $136.5 million
  4. Italy: $107.5 million
  5. Germany: $44.6 million
  6. Cuba: $27 million
  7. Canada: $15.1 million
  8. Georgia: $10.3 million
  9. India: $8.4 million
  10. Iraq: $7.4 million

Among Portugal’s trading partners that generate the greatest positive trade balances, Portuguese surpluses with Cuba was the sole gainer from 2024 to 2025 via a 290.1% acceleration.

Portugal reversed deficits trading with Georgia (-$105.5 million for 2024) and Iraq (-$157,000) to recording the surpluses listed above.

These positive cashflow streams clearly indicate Portugal’s competitive advantages with the above countries, but also represent key opportunities for Portugal to develop country-specific strategies to optimize its overall position in international trade.
