The Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026 was passed by a voice vote in the Lok Sabha on Wednesday (July 29, 2026). 

Speaking during a discussion on the bill, Leader of Opposition Rahul Gandhi alleged that Home Minister Amit Shah had authorised police excesses against student protesters and that the RSS had “captured” the education system, triggering a massive uproar in the Lok Sabha. Parliamentary Affairs Minister Kiren Rijiju objected to Mr. Gandhi’s remarks and asked him to clarify the basis of his allegations. Responding to the debate, Union Minister Jitendra Singh said the Union government has acted swiftly in the NEET paper leak case. 

The Rajya Sabha, meanwhile, briefly debated the National Honour (Amendments) Bill, 2026. 

Both the Houses saw multiple adjournments after the proceedings commenced. 

Both Houses will reconvene on Thursday (July 30, 2026).

    Jitendra Singh explains clauses of the Bill

    We have amended certain clauses of the Bill to include many inputs from various stakeholders, Jitendra Singh says. 

    Mr. Singh said service provider fines in the previous anti-cheating law of 2024 have been hiked from up to ₹1 crore to up to ₹5 crore. Also, imprisonment of three to 10 years for directors and management in the previous law has been increased up to of ₹5 crore (up from earlier ₹1 crore).

    The previous penalty of three to five years in jail and a fine of up to ₹10 lakh in the anti-cheating law of 2024 has been escalated to five to 10 years in jail with a fine of up to ₹50 lakh, Mr. Singh added. 

    Imprisonment from five to 10 years (escalated from three to 10 years) and a fine of ₹5 crore (hiked from ₹1 crore) for in-charge Personnel under the proposed Bill.For organised crime networks, a minimum of seven years in jail (up from five years) and a fine of up to ₹10 crore (up from ₹1 crore) has been proposed in the new Bill, Mr. Singh said.

    The government introduced the amendment bill on Monday, days after nationwide student protests over the NEET controversy culminated in the resignation of Dharmendra Pradhan as Education Minister.

    The proposed legislation seeks to amend the Public Examinations (Prevention of Unfair Means) Act to provide for stricter punishment of up to 10 years’ imprisonment and a fine of up to ₹50 lakh for those involved in paper leaks.

    The opposition has been raising the NEET paper leak issue since the Monsoon session began on July 20, disrupting proceedings and limiting legislative business largely to the introduction of two Bills.

    The Rajya Sabha, MP Praveen Chakravarthy moved a motion under Rule 267, demanding the suspension of the day’s business to address what he termed a “misleading reply” by the Ministry of Jal Shakti regarding the Cauvery water dispute.

    “I hereby give notice of my intention to move the following motion: “That this House do suspend Zero Hour and the relevant rules relating to Question Hour and other businesses of the day for an immediate discussion on the misleading reply given by the Ministry of Jal Shakti in this House on 27th July 2026 regarding the Cauvery water dispute, and on the Cauvery Water Regulation Committee’s order directing Karnataka to release 4 TMC ft of water immediately,” he stated in the notice.
