Johannesburg Mayor Dada Morero has been barred from honouring an agreement with the SA Municipal Workers' Union to spend more than R10 billion on raising wages for workers over the next two years because the city does not have the money.

The City of Gold is bankrupt.

Enoch Godongwana has even instructed Johannesburg Mayor Dada Morero to halt a R10 billion wage hike for municipal workers, a move that may come back to bite the beleaguered administration.
