CENTRAL AFRICAN REPUBLIC · SECURITY

Key Facts

  • The country The Central African Republic is a landlocked nation where Russian instructors have worked with the army since 2018.
  • Why now A local allegation of 30 October 2026 concerns a school at Boromata; no official source confirms it.
  • What is documented UN experts received credible reports that Russian instructors and the army recruited 97 people at Boromata in 2025.
  • What it means for you The US tells Americans not to travel to the country, and US sanctions already cover Wagner-linked firms.
  • Still open Whether Russian fighters occupy the Boromata school, and whether Wagner now serves under Russia’s Africa Corps.

In Plain English

Wagner is a Russian private military group, and the US Treasury states that its personnel first deployed to the country in January 2018. The Africa Corps is a force run by Russia’s defence ministry, created to take over Wagner’s role in Africa.

MINUSCA is the UN peacekeeping mission in the country, and the Patriotic Movement for the Central African Republic (MPC) is an armed group that rejoined the 2019 peace deal in November 2025. Vakaga is the north-eastern province on the Chad and Sudan borders.

A local news site alleged on Friday 30 October 2026 that Russian Wagner fighters occupy the school at Boromata, a village in the north of the Central African Republic. No United Nations (UN) body, government office or second source has confirmed it, so this article treats it as unproven.

UN experts described Russian instructors operating alongside the army in the north-east, including in Vakaga province where Boromata lies, in a report dated Wednesday 10 June 2026. For US readers the stakes are sanctions, Russian influence and the renewal of the UN peacekeeping mission, whose mandate expires on Sunday 15 November 2026.

What Happened

The allegation rests on unnamed local sources and cites no document, and the same site’s report of Sunday 25 October on Wagner near the Chad border also lacks official confirmation. No UN statement read for this article mentions a school at Boromata, including the UN mission chief’s Security Council briefing of 20 October.

On Tuesday 20 October 2026 Valentine Rugwabiza, the UN’s top official in the country, told the UN Security Council that the tri-border area with Chad and Sudan “remains tense” while national forces run operations in Vakaga against feared cross-border attacks. Her statement does not mention Russian forces or any school.

What the UN Has Documented

UN sanctions experts reported in June 2026 that state-allied forces in the north-east include Russian instructors, the national army, local self-defence militias and armed actors that local sources call “Wagner Noirs”. They add that the unclear command structure over the non-regular forces raises concerns about accountability and the protection of civilians.

Boromata, about 95 km (59 miles) south-west of Birao, appears in two of their reports. The 2025 report confirms credible reports that the army and Russian instructors recruited 97 people there for local security, and the 2026 report names it among places that feared retaliation after Russian instructors attacked a base of Sudan’s Rapid Support Forces on Saturday 3 January 2026.

Why It Matters

When it acted against Wagner on Thursday 26 January 2023, the US Treasury said its personnel first deployed to the country in January 2018, had committed abuses against civilians and controlled numerous gold and diamond mines. It designated Wagner a transnational criminal organization that day and sanctioned two Wagner-linked firms in the country on Thursday 30 May 2024.

President Faustin-Archange Touadéra said in a December 2025 television interview that talks on the Russian presence were continuing and denied any pressure to join Russia’s Africa Corps. He met President Vladimir Putin in Moscow on Thursday 5 March 2026, and the UN experts call Russia a key security and political partner.

The Disarmament Track

The MPC, led by Mahamat Al-Khatim, signed its return deal in N’Djamena, the capital of Chad, on Wednesday 19 November 2025 with a reported pledge to disarm. UN experts reported in June 2026 that the group had handed in only eight weapons and that the deal was not yet officially launched.

On Tuesday 20 October 2026 Rugwabiza told the Security Council that more than 1,900 combatants have been disarmed since July 2025. A local news site wrote on Wednesday 28 October that the MPC has now begun its own disarmament, which the UN statements read for this article do not confirm.

What It Means for You

The State Department tells Americans not to travel to the Central African Republic, and the US government has limited ability to provide emergency help there. Vakaga, near the Chad and Sudan borders, is one of the areas of greatest concern to the UN experts.

Companies that buy gold or diamonds from the country, or deal with Wagner-linked mining, logging and logistics firms, face US sanctions risk because Treasury has already named firms in those trades. The mission’s mandate expires on Sunday 15 November 2026, and Washington, a permanent Council member with a veto, abstained in November 2025 after proposing a six-month extension.

What Is Not Known

No official source confirms the allegation about the Boromata school or any presence of Russian fighters there. No UN body, the UN children’s agency UNICEF, the government in Bangui or Russian officials have commented on it in any public statement read for this article.

It is also unknown whether Wagner personnel in the country now serve under Russia’s Africa Corps, and no public document read for this article gives the number of Russian personnel deployed. Whether MPC fighters are disarming in any numbers is equally unclear.

Frequently Asked Questions

UN sanctions experts documented Russian instructors working with the army in Vakaga, including early 2025 reports of 97 people recruited at Boromata. Their June 2026 report raises concerns about unclear chains of command and civilian protection.

The UN experts’ June 2026 report still describes Russian instructors operating with the army. Whether Wagner has been folded into Russia’s state-run Africa Corps is unclear, and President Touadéra said in December 2025 that talks on the Russian presence were continuing.

What is the US position on Wagner in the Central African Republic?
