Solomon has signed a three-year deal with the Championship club, with the option to extend for a further season, and will wear the No10 shirt at the London Stadium.
The Israel international joined Spurs in 2023 but made only six first-team appearances, spending most of his time out on loan during spells at Leeds, Villarreal and Fiorentina.
Solomon said: “I’m really happy to be here, happy to be a Hammer, and I can’t wait to get started!
“I know West Ham has a rich history both in the Premier League and in Europe. It’s a club that won a European trophy just three years ago, and I think this is where the Club should be, and I’m here to help the Club to be where it belongs.
“I’ve spoken both with the manager and with Nils [Director of Player Recruitment Nils Koppen]
“They showed me the project, what they want to build there. Of course, our first task is to get promoted, to go back to the Premier League. I really like all the ideas and everything they have presented for me.
“I’ll try to give my all in the first season and then in the seasons ahead. I want to be here for a long time and I want to make the fans really happy.”
Solomon is West Ham’s third signing ahead of the Championship season after landing Joel Veltman from Brighton and Keiber Lamadrid from Deportivo La Guaira.
