The Eels crossed twice in the final six minutes to force the extra period, tarnishing Jason Taumalolo's milestone night in Townsville as he became the most capped Cowboys player.
In a thrilling contest featuring multiple long-range efforts, including Joash Papalii's game-tying effort with 2:27 left, Moses won the game for his team with a field goal in golden point.
But, strangely, the game did not end there as the Eels were awarded a penalty goal in front because Scott Drinkwater had jumped into Moses's kicking leg.
Moses desperately tried to decline the kick, but was not allowed by referee Liam Kennedy.
"The game's over, we don't want the penalty," Moses said.
"It's f***ing bullshit. We've won the game."
But eventually Ronaldo Volkman slotted the extra two points to wrap up the win.

In worse news for the Cowboys (and potentially the Maroons) captain and halfback Tom Dearden was hampered by an ankle injury for the final few minutes and could not take part in the extra period.
Earlier, the Roosters defeated Gold Coast 28-12 in Gosford, with the Bondi side aided by the awarding of a controversial first-half try.
Titans coach Josh Hannay said league officials admitted the bunker was wrong in rubber stamping the first of Rob Toia's two four-pointers.

OK, so here's a little rundown of what the hell just happened there.
(Getty)63rd minute: Tom Dearden goes within a metre of scoring but is instead hobbled by an ankle injury in a try-saving tackle. He tries to run it off and a few minutes later the Cowboys use their last interchange.
69th minute: Cowboys push their lead to 30-22 after Jake Clifford converts Tom Chester's try.
75th minute: Jordan Samrani scores, Mitchell Moses can't convert. Cowboys lead 30-26.
77th minute: Moses and Samrani combine to send Joash Papalii over. Moses can't convert. Scores tied 30-30.

80th minute: Eels dropout goes long and Tom Mikaele knocks on about 40 metres out. The Eels take a couple of runs before Moses tries a long-range field goal but is charged down by Reed Mahoney. Mahoney hits the ball into Clifford for an accidental offside, which Moses tries to challenge somehow, pleading for a shot at a penalty goal, which it isn't. Golden point.
81st minute: Tom Dearden subs off as the extra period has given the Cowboys a new interchange.

The Eels tried to decline the penalty goal but weren't allowed, with referee Liam Kennedy saying "it's the rules of the game".
"The game's over, we don't want the penalty," Moses says.
"It's f***ing bullshit. We've won the game."
Kennedy: "I know but it's an extra two points."
Ronald Volkman pots the goal, but what would have happened if he'd hit the post and it rebounded back into play? I guess we'll never know.

Jake Clifford bursts through a gaping hole in the defence and passes to Tom Chester who fumbles and bumbles and regathers the ball, gets brought down by Joash Papalii but springs out of the tackle and finishes off the last 20 metres to finish off a 70-metre effort by the Cows.

The Cowboys and Queensland halfback goes within a metre of scoring but is brought down from behind by Joash Papalii and Josh Addo-Carr.
His left foot got caught under the legs of the tacklers. I'm not certain it's a hip drop, but I honestly don't know at this point.
No, according to the referee, presumably because the players were both coming from behind.
He's still limping on that ankle.

53' Ugly knee injury for Soni Luke
The Cowboys' back-up hooker has only just come on the field and he's staying down after a Junior Paulo tackle.
Nothing untoward, the big prop just made a diving tackle and his weight fell on the outside of Luke's left knee, which bent very unnaturally.
He's walking off very gingerly. Looks for all money like a torn MCL.
