A virtual power plant built from household solar panels and batteries is back before Curaçao’s parliament. The local firm Eco Capital Curaçao wants lawmakers to press the government for a short, dedicated taskforce, Curacao.nu reported on Wednesday 30 September.

The timing is pointed. Power and water tariffs rise on 1 October, and the island’s utility warned the same day that rotating power cuts may return.

What Eco Capital is asking for

The firm is not asking the Staten, Curaçao’s parliament, to approve its own project. It wants the Staten to urge the government to create an “Executive Virtual Power Network Taskforce” for 90 to 120 days.

That group would deliver a framework covering investment costs, technical rules, responsibilities and risks. It would also set the criteria for deciding whether a pilot goes ahead.

Eco Capital proposes the Koraal Specht and Cornelisbaai area as a test case. New commercial and industrial activity at Cornelisbaai adds demand, which the firm says rooftop solar and batteries in nearby Koraal Specht homes could help meet.

The proposed members include Aqualectra, the Regulatory Authority Curaçao (RAC) and two ministries. The state fuel distributor Curoil, the Central Bank of Curaçao and Sint Maarten, banks, pension funds and insurers are also named.

The work list is technical. It covers steering thousands of small units as one controllable source, data exchange, grid safety, cybersecurity, financing and consumer protection.

The idea is not new. Eco Capital first filed it in September 2023, and the planning ministry (VVRP) replied in February 2024 asking for further detail, according to Curacao.nu.

From 1 October the cheapest household band, up to 250 kWh a month, rises from about 63 to 70 guilder cents per kWh (about US$0.35 to US$0.39). Curaçao’s guilder is pegged at 1.79 per US dollar.

The regulator blamed higher fuel costs and weaker expected wind, Curacao.nu and nu.CW reported on 24 September. A 10 percent monthly cap pushes part of the increase into November.

There is a stabiliser in the record. Aqualectra says tariffs fell about 6 percent in 2024 and nearly 11 percent in 2025, and it expects over 70 percent renewable power by 2027.

The government also announced a national energy policy on 8 September, with the RAC coordinating. A virtual power plant could fit that effort. Pooling home systems still raises questions about grid control, cost and who carries the risk.
