Prime Minister Mark Carney joined Quebec Premier Christine Frechette and Newfoundland and Labrador Premier Tony Wakeham in St. John’s, N.L. Monday, to announce a non-binding deal on the Churchill Falls project. The deal comes after years of negotiations and an independent review, with Hydro-Quebec and Newfoundland and Labrador Hydro jointly owning the Churchill Falls generating station, under a contract signed in 1969. The provinces had reached a framework agreement in 2024 to end that deal and create a new energy-sharing arrangement with expanded generating capacity. But after Wakeham was elected last fall, he ordered a review of the deal, restarting negotiations. “We are finally turning the page on one of the darkest chapters in our past and replacing both the notorious August 1969 Churchill Falls Agreement and the 2024 MOU, with a better deal for all of us,” said Wakeham. Under the new agreement, Quebec would have a guaranteed supply of electricity from Churchill Falls until 2077.
