TMC MP Abhishek Banerjee begins his address by stating that the Trinamool Congress supports the Bill and the amendments. As the House breaks into a din, fellow MP Mahua Moitra requests Chair Dilip Saikia to restore decorum.

“If exam continue to be compromised, no amendment will restore the faith students have lost. That’s the question in front of us. The Bill is an admission that the BJP and the NDA failed to protect exams and the students,” Mr. Banerjee continued.

Samajwadi Party MP Akhilesh Yadav said he has not seen the Emergency, but the national capital witnessed similar “injustice” during the CJP-led protests. “Even shock batons were used,” he said.

It is not really about the law, but the government’s conscience, he added, again making a reference to the Ram Temple embezzlement case.

“I hope you have not mistaken ‘accountability’ as the ability to fill accounts,” SP MP Akhilesh Yadav hit out at the government.

Referring to the National Testing Agency and the numerous paper leaks across the country, he said: “Members in the Opposition are afraid that the whole government will soon be outsourced. The organisation that must be most trustworthy are also being outsourced.”

Bringing up the Ram Temple donations row, the Samajwadi Party chief asked: “How can those who couldn’t protect temple donations stop paper leaks?”

“If I am wrong, let the Home Minister come to the House and clarify,” he added.

BJP MP Bansuri Swaraj, listing out a series of paper ‘leaks’ under the Opposition-led States and the UPA government prior to 2014, said she is calling out the Opposition parties on their “selective outrage”, and not getting into “whataboutery”.

She asks the Opposition when they intend to ask for the resignation of Punjab’s Education Ministry.

Speaking in favour of the Amendment Bill, BJP MP Bansuri Swaraj highlights the details of the Bill including the fast-track courts, stating that it “protects merits, upholds fairness and safeguards the dreams of India’s youth”.

‘It is a product of a responsive governance by a responsible Modi government. But this is not in isolation, it is under youth-led development centered towards Viksit Bharat,” she states, highlighting PM Modi’s ‘Pariksha pe Charcha’ which aims to turn “Exam Worriers to Exam Warriors”.

Stating graphic details from instances of police action on student protesters in Delhi, Bihar and other States during the Cockroach Janta Party-led (CJP) protest last week, Mr. Gogoi reiterated the Opposition’s demand for a statement from the Union Home Minister Amit Shah on the police “brutality”, including the use of pellet guns and AK-47s.

To this, Speaker Om Birla asks members to stick to the discussion on the Bill.

Mr. Gogoi, highlights the shortcoming of the National Testing Agency (NTA), questioning the government over the irregularities. He says the sanctioned capacity of the NTA is 34, then “how come 47 officials were sacked?”

He also goes on to question why the NTA Chairman is being “protected”. He alleges that the person in the role is “special” for the RSS, for whom the education department is key.

Congress MP Gaurav Gogoi, opening the discussion for the Opposition, began by making a mention of the flood impact in Assam.

On the anti-paper leak Bill, he began by stating that the government is not serious about the education department. “This is an amendment Bill. If the law came into force in 2024, then how were there so many paper leaks in 2025 or onwards?”

“The government’s intention is very honest and no member of any party will have an issue with the Bill. If they have any issue, then the citizens will have an issue with them, Mr. Singh said, concluding his address in Lok Sabha.

Listing a series of paper leaks that occurred prior to 2014, MoS Jitendra Singh said there was no comprehensive law to tackle the cases, adding that Prime Minister Modi and the government “finished and unfinished task”.

He detailed out the Public Examinations (Prevention of Unfair Means) Act, 2024, stating the amendments are being brought in to ensure “speedy justice”.

Union Minister of States Dr. Jitendra Singh begins the debate on the Public Examinations Amendment Bill, stating that the amendments are to the 2024 Act, which was the first of its kind in independent India to safeguard students’ future, introduced by the current government itself.

Incidents of paper leaks have taken place in various States ruled by different parties, Mr. Singh said, asserting that he does not want to get into blame games.

The Rajya Sabha was adjourned for the day amid continued Opposition protests. The Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026, was introduced in the House.

The Upper House will next meet on Wednesday (July 29, 2026), 11 a.m.

Parliamentary Affairs Minister Kiren Rijiju said all parties first agreed to six hours discussion on the anti-paper leak Bill, then it was increased to eight hours.

If the Opposition wants more time, we are willing to take it up for 10 hours in total. Speaker Om Birla agrees.

The Congress party has lined up top leaders, including Leader of Opposition Rahul Gandhi, Priyanka Gandhi Vadra, K.C. Venugopal, and Gaurav Gogoi, to address the Lok Sabha during the discussion on ‘The Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026’, according to INDIA bloc sources. 

The Lok Sabha is likely to begin the debate on the anti-paper leak Bill at 2 p.m.

“We are neither against the paper leak Bill nor discussion on it; we fully support any move to strengthen exams, but we need an answer on pellet guns and excessive use of force against protesting students,” an INDIA bloc source stated. The stance indicates a willing yet conditional approach from Opposition ranks to engage in the debate, provided the government addresses safety and accountability concerns surrounding student demonstrations.

For the first time, a group of MPs who left the Trinamool Congress and joined the NCPI attended a meeting of the NDA parliamentary party on Tuesday (July 28, 2026) with the attendance of Prime Minister Narendra Modi and top Union ministers.

“I participated in the NDA meeting. It was an enriching and informative meeting in the presence of Prime Minister Narendra Modi. Today, we had a discussion on FTAs. It was a positive discussion,” NCPI MP Sayoni Ghosh said. She also said that everyone should support the anti-paper leak Bill, which will come up for discussion this afternoon.

Congress MP Pawan Khera said that the Opposition has been repeated urging Home Minister Amit Shah to come to the Parliament and make a statement on the use of pellet guns and AK-47s on young people protesting against the NEET paper ‘leak’ last week.

“As I mentioned, we have been raising our voices on this for several days, but the government is acting with arrogance. What is the problem with the Home Minister coming and responding to this? What is the issue with him making a statement? What is the problem with the Prime Minister apologising?” he said.

Purnea MP Pappu Yadav staged a symbolic protest with a bandage on his head with the word ‘Justice’ written on it. He says, “They are beating people with batons. They are using here what was once used in Kashmir. Can’t you see it? I don’t understand this. Didn’t you see what happened to Dharmendra Pradhan yesterday? The turban, which is considered one of the most respected symbols in the world, was placed on a corrupt person. Will you honour a thief with such a respected turban? They are beating people with batons. They are beating us with batons.”

CPI(M) MP John Brittas says, “The entire government is a symbol of corruption. Why do you want to limit it to Dharmendra Pradhan? There are many issues like Ayodhya, the brutal assault on the students on the streets of Delhi, ethanol, many issues have to come to the floor of the House…it’s unfortunate that the government gave an undertaking to the agitating students that all the cases would be withdrawn. Now, using many ploys, new cases are being filed.”

As members raised matters with the permission of the Chair, Opposition MPs in the Rajya Sabha continued to protest and raise slogans, demanding a discussion on the police “brutality” during July 20 protest in Delhi.

At 2 p.m., the Public Examinations Unfair Practices Amendment Bill will be taken up for discussion.

Speaker Om Birla requests members to maintain decorum of the House, stating that there should not be disruptions during the Question Hour.

“The discussion on the important matter will be done. Everyone has agreed, including the government and the Opposition. We will take up the Bill discussion at 2 p.m.,” he said, urging members to let the Question Hour continue.

Speaker Om Birla announced in the Lok Sabha that he has allocated six hours for the debate on the Bill and if necessary, more time can be given based on the sense of the House.

The proposed legislation was brought as a response from the government to the students’ protests led by the CJP, which started on June 20 and culminated after 36 days on July 25 following resignation of Mr.Pradhan and acceptance of other demands by the government.

According to the Bill, investigations into paper leak cases are to be completed within two months.

The Rajya Sabha adjourned for the day on Monday (July 27, 2026) for the sixth day in the monsoon session without taking up any business. The Prevention of Insults to National Honour (Amendment) Bill, 2026, was listed for consideration and passing. But it could not be taken up as the Opposition demanded an apology from Union Home Minister Amit Shah for the police action against protesting students.

Congress MP Randeep Singh Surjewala submitted an Adjournment motion in the Rajya Sabha to discuss the alleged police excesses during student protests.

He requested that the regular business of the day in the Rajya Sabha be suspended “for an immediate discussion on the reported assault on peacefully protesting students in Delhi on 20 July 2026, the use of lathi-charge, tear gas and pellet guns, the alleged assault on women students and journalists.” 

He also sought a statement from the “Union Home Minister clarifying whether the use of force was authorised and identifying those responsible and to seek a statement from the Hon’ble Prime Minister on the Government’s response, accountability and safeguards for the future. In view of these pressing concerns, the matter requires urgent consideration and discussion by the House”.

Congress MP Manickam Tagore on Tuesday (July 28, 2026) submitted an Adjournment Motion notice in the Lok Sabha seeking an urgent discussion on the Union Government’s stand regarding construction activities across the Cauvery River and the protection of Tamil Nadu’s legal rights and farmers’ interests in the backdrop of the proposed Mekedatu project in Karnataka.

In his notice, Mr. Tagore termed the issue a “matter of urgent public importance” and expressed concern over the Centre’s recent reply regarding the proposed Mekedatu project.
