The Appropriation (No. 3) Bill, 2026 was passed in the Lok Sabha on Tuesday (August 4, 2026) by a voice vote, amid protests from the Opposition. Meanwhile, the Rajya Sabha passed the Births and Deaths (Amendment) Bill, 2026. This Bill was passed in the Lower House last week. 

Tuesday saw multiple adjournments in both the Houses over various issues. Both the Houses have been adjourned for the day, to meet on Wednesday (August 5, 2026) at 11 a.m.

Opposition MPs on Tuesday staged protests at the Parliament premises over multiple issues, including the embezzlement of Ram Mandir donations, the police action on protesters during the Parliament March on July 20 in the national capital, and the Cauvery water dispute.

A day earlier, on Monday (August 3, 2026), the Lok Sabha passed a Bill to increase the sanctioned strength of judges in the Supreme Court without any discussion as persistent protests by Opposition members over the police action against protesting students at Jantar Mantar and the alleged chadhawa chori (theft of offerings) at the Ram Temple in Ayodhya continued to disrupt proceedings. Meanwhile, the Rajya Sabha passed the Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026.

    The proposed legislation seeks to make delayed registration of births and deaths more stringent by requiring an order from a judicial magistrate (first class) for registrations done after two years. 

    The Bill, which was cleared for introduction by the Union Cabinet on July 20, seeks to further amend Section 13(3) of the Registration of Births and Deaths Act, 1969 (as amended in 2023), “in order to make provisions of delayed registration more stringent”. 

    Under the current provisions of the Act, registrations delayed by more than one year require an order from the District Magistrate (DM), Sub-Divisional Magistrate (SDM), or an Executive magistrate before they can be recorded. 

    According to the Bill, the system will largely remain unchanged for births or deaths reported between one and two years after the event. Applicants will continue to require approval from the DM, SDM or an executive magistrate having jurisdiction over the place where the birth or death occurred.

    However, registrations delayed beyond two years will face significantly stricter scrutiny. In such cases, approval will be granted only on the orders of a first-class judicial magistrate, shifting the authority for very late registrations from the executive to the judiciary.

    Congress MP Manish Tewari on Tuesday submitted an adjournment motion notice in the Lok Sabha, seeking the suspension of Question Hour, Zero Hour, and all other listed business of the day to discuss the need for a new anti-defection law to curb what he termed “mass political defections” driven by opportunism.

    In his notice addressed to the Secretary-General of the Lok Sabha, Tewari stated that he intended to move a motion for the adjournment of the House’s business to discuss “a definite matter of urgent public importance.”

    “I move that this House do suspend Question Hour, Zero Hour, and all other listed business of the day to discuss the contours of a new Anti-Defection Law that proscribes Mass Political Defections driven by opportunism and bereft of any genuine ideological or policy differences while simultaneously providing space for honest and critical dissent both inside and outside Parliament and the legislatures,” the notice read.
