The Lok Sabha on Friday (July 31, 2026) passed the Registration of Births and Deaths (Amendment) Bill, 2026, without a debate amid continued protests by the Opposition over police crackdown on students during the July 20 parliament march.

The Bill was taken up for consideration and passage after the House reassembled at noon with BJP MP Dilip Saikia in the Chair.

A saffron-clad Independent MP Pappu Yadav along with other Opposition MPs enacted “theft” of donations at the Ram Temple in Ayodhya in Parliament complex on Friday (July 31, 2026).

Congress President Mallikarjun Kharge and former party chief Rahul Gandhi were part of the protest against the theft of donations, as well as the police crackdown against student agitators during their July 20 march to Parliament.

In the Chair, Dilip Saikia urges the members of the Opposition to return to their seats. Amid the slogans, the House passed ‘The Registration of Births and Deaths (Amendment) Bill, 2026’. 

Speaking in the House, Parliamentary Affairs Minister Kiren Rijiju criticised the Opposition for not participating in the discussion. He urged Opposition members to take part in the debate instead of disrupting the proceedings.

Reacting to the demand of the resignation of Union Home Minister Amit Shah, Congress MP Pawan Khera says, “Whoever is a victim of violence should get justice, and whoever has committed violence should also face action. But one thing we still want to know is that when papers are leaked, Dharmendra Pradhan’s resignation is demanded, holding him responsible. In the same way, the concerned Minister should take responsibility for the pellet gun incident as well. The Home Minister should also resign. Why does that not happen?...”

On Lok Sabha LoP Rahul Gandhi, BJP MP Nishikant Dubey says, “...He has a history of making baseless and nonsensical statements, a habit he has exhibited for a long time. However, his current mindset stems from the fact that the Congress party has been out of power for twelve years. Without power, Congress members seem to lose their senses.”

Parliament passed the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, after the Rajya Sabha too cleared it on Thursday (July 30, 2026). The Lok Sabha had passed the Bill on Wednesday (July 29, 2026). Opposition members belonging to the Indian National Developmental Inclusive Alliance (INDIA) walked out of the House before the reply by Minister of State for Personnel, Public Grievances and Pensions Jitendra Singh to the seven-hour debate. The Upper House considered the Bill after the government listed it as supplementary agenda.
