The mother of a missing Quebec toddler was arrested and charged Tuesday as the search for the three-year-old continued into a third day. Rachel-Ella Todd is charged with one count of unlawful abandonment of a child after her daughter, Claire Bell, was reported missing Sunday. Police searched through the night in LaSalle and Coteau-du-Lac, and even searched in Ontario for signs of the missing toddler. Global's Dan Spector has more on the search for the three-year-old.
