Speaking to the media on Tuesday, Kerrville, Texas Mayor Joe Herring Jr. gave a somewhat exasperated answer to repeated questions about why he wasn't invited to a weekly call set up by Texas state government to discuss daily weather forecasts as it relates to the ongoing Texas flood situation.
