Supreme Leader of North Korea Kim Jong-un has claimed that the nuclear-armed North could “completely destroy” its South Korean counterpart if it were threatened, North Korean state media reported on Thursday. In a broadcast of a rare congress of the Workers’ Party Central Committee on Monday, the leader also reiterated he will not engage with his counterparts in Seoul, but did leave the door open to a dialogue with the US.

His comments came as he concluded the ruling party congress, broadcast by the state-run Korean Central News Agency (KCNA), during which Kim set out his policy goals for the next five years.

In recent years, the North Korean dictator has sharpened his rhetoric toward Seoul and underscored his rejection of inter-Korean diplomacy. Experts told AP that most likely doesn’t indicate that military action will occur, but instead aims to advance a broader effort to assert a more forceful regional role backed by Kim’s nuclear arsenal, as well as his ties with Moscow and Beijing.
