Nitin Desai was chief economic advisor from 1988 to 1989, when talk of reforms had already begun. Though discussions had continued apace on liberalising the Indian economy, it was done in full measure in 1991 by the P V Narasimha Rao government. In a telephonic interview, Desai tells Asit Ranjan Mishra that India needs to promote more newcomers and industries that generate jobs to help pull more people out of agriculture. Edited excerpts:
