The Centre on Wednesday said it will ensure 100 percent domestic supply of LPG amid the ongoing conflict in West Asia, which has triggered a massive energy crisis due to the closure of the Strait of Hormuz and disruptions in global supply chains.

A day before, India ordered tighter controls over natural and cooking gas. The central government increased the minimum gap for booking domestic LPG cylinders from 21 to 25 days, so as to prevent hoarding.

“Hoarding and panic booking because of misinformation. There is no need for rush booking," an inter-ministerial panel said during a press conference to address the recent developments in West Asia.

The panel said the Essential Commodities Act will be enacted for rationalisation measures. “100 percent domestic supply, tea will get about 80 percent, petrol will take a cut. LPG import at 60 percent, 90 percent of which will be through the Strait of Hormuz, domestic LPG production will be increased by 25 percent, hospitals and educational institutions will be considered non-domestic," it said.

The panel said a three-member committee will review demands made by restaurants and hotels, which have warned against widespread closures due to concerns over supply and distribution of commercial LPG.

It said the government has absorbed significant costs when it comes to LPG. “LPG cylinder in Delhi is Rs 913, it would have been higher if the government had not intervened," it added.

With over 33 crore LPG connections, Indian households are exposed to global energy shocks but petroleum and natural gas minister Hardeep Singh Puri has assured energy imports are continuing to flow from “different sources and routes".

“We are committed to ensure uninterrupted supply of affordable energy to our domestic consumers," Puri told reporters on Tuesday, adding that there is “no reason to panic" as the government is monitoring the situation on a minute-to-minute basis.

India is the world’s fourth-largest buyer of LNG (liquefied natural gas) and the second-largest importer of LPG.

The petroleum ministry has issued a gazette notification to reprioritise domestic fuel distribution. The goal is to ensure that daily lives and India’s food security remain intact.

Under the revised allocation, natural gas is being diverted from non-priority industrial sectors to meet 100 percent of the demand for LPG production, which is essential for cooking gas cylinders; CNG for transport, so as to keep public and private transport moving; and piped natural gas (PNG) to ensure kitchens across the country have a steady supply.

The fertiliser sector has been placed second on the priority list, with the government aiming to meet at least 70 percent of its past six months’ demand to prevent a crisis in the agricultural sector. Refineries have been ordered to maximise LPG output by diverting streams from petrochemicals.
