Thanks to the Costa Rican Digital Identity (Identidad Digital Costarricense – IDC), the country is taking a massive leap forward in its national digital transformation strategy.
Developed by the Supreme Electoral Tribunal (TSE), this platform acts as a secure, digital counterpart to the traditional physical ID card. The initiative recently gained massive momentum by integrating with more than 17 public institutions and private companies, dramatically reducing wait times and cutting down the necessity of presenting physical paperwork.

To handle the massive technological architecture required for this digital ecosystem, the TSE has closely collaborated with the Consorcio Identidad del Futuro (composed of RACSA and GET Group). According to Tommy Aguilar, Strategy Management Coordinator at the TSE, this public-private alliance has significantly accelerated the project’s launch and widened its structural reach.

The platform is built on cutting-edge security features, moving well past a basic digital snapshot or PDF scan of a physical card.
“Proof of Life” Biometrics
To prevent identity fraud, the IDC-Ciudadano mobile application utilizes advanced biometric technology. It requires real-time “Proof of Life” checks, confirming that the person executing an online transaction is physically present and matches the official government databases.
International Interoperability
Operating under the strict ISO 18013-5 international standard, Costa Rica’s digital identity framework ensures global technological compatibility and alignment with international security standards.
This model recently earned prestigious international recognition at the High Security Printing Latin America 2026 forum held in Guatemala. The project was highly praised for successfully migrating the top-tier security standards of Costa Rica’s physical polycarbonate cards directly into a flawless mobile layout.
Cultural Identity in Design
Security doesn’t come at the cost of heritage. The digital document design artistically integrates iconic symbols of Costa Rican identity, notably the Guaria Morada (purple orchid) and the Carreta Típica (traditional oxcart).
Future Roadmap and Sustainability Milestones
The TSE has established a clear timeline for the platform’s universal adoption and upcoming capabilities:
- January 1, 2027: The official deadline by which all public institutions and private businesses must legally accept the Costa Rican Digital Identity (IDC) for official procedures.
- 2028: The target year to enable the IDC as a legally valid document for voting in municipal elections.
Beyond sheer efficiency, the initiative brings notable social and environmental benefits. Citizens over the age of 65 can obtain their digital identity entirely free of charge. Furthermore, by transitioning millions of physical paperwork loops into paperless, agile digital workflows, the platform marks a substantial environmental victory for the country’s green initiatives.
How to Get Started
To activate the digital document, citizens with a valid, current physical ID card can visit the official TSE portal, complete the initial biometric authentication, and download the official IDC-Ciudadano app from the Google Play Store or Apple App Store.
