Recent environmental and economic assessments highlight a striking reality: Costa Rica has the potential to reinsert more than a third of its generated waste back into the economy. Transitioning from a traditional “take-make-dispose” linear model to a robust circular economy is no longer just an environmental ideal—it is a strategic financial imperative.
Where the Value Lies: The Breakdown of Recoverable Resources
To understand how millions of dollars in resources end up buried in landfills every day, we have to look at what Costa Ricans throw away. The potential for resource recovery spans across three primary pillars:
1. Organic Waste: The Untapped Giant
Organic waste (food scraps, pruning debris, and agricultural leftovers) makes up over 50% of the average household waste in Costa Rica. When left to rot in landfills, it produces high amounts of methane gas, accelerating climate change.
By reinserting this organic matter through large-scale composting or biodigestion, the country could:
- Produce high-quality organic fertilizers, reducing reliance on expensive imported chemical alternatives.
- Generate clean, renewable biomass energy.
2. Plastics and Packaging
Plastic pollution remains a visible challenge, but it also represents a major economic supply chain waiting to be localized. Under the national framework of the National Action Roadmap for Plastics towards a Circular Economy, the industrial sector is shifting. According to local industry data, properly separating and recycling just one ton of plastic can generate up to four direct green jobs, boosting local employment while cleaning up coastal and urban ecosystems.
3. Proven Success Models: The Glass Industry
Costa Rica doesn’t have to look far for inspiration. The domestic glass industry already operates on a highly successful circular loop, utilizing an incredibly high percentage of crushed recycled glass (cullet) to manufacture new bottles. The current challenge is replicating this level of industrial efficiency for aluminum, paper, cardboard, and electronic waste (WEEE).
The Bottlenecks Blocking the Shift
If the economic and environmental benefits are so clear, what is holding Costa Rica back? Experts point to three critical structural challenges:

1. Municipal Fragmentation: Waste collection and separation rules vary wildly by region. While a handful of local governments boast exemplary recycling and composting programs, many lack the infrastructure, vehicles, or technical capacity to manage separated waste stream collection.
2. Source Separation Culture: Despite high environmental awareness on paper, the percentage of citizens who rigorously separate materials at home remains low. Mixed waste contaminates otherwise recyclable items, rendering them useless for processing.
3. Lack of Economic Incentives: For the private sector to build large-scale industrial composting plants or advanced material recovery facilities, the government needs to formalize attractive financial incentives, tax breaks, or public-private partnerships.
Moving Toward Regional Solutions
To combat these challenges, recent national strategies have focused heavily on regionalization. Moving away from centralized, overloaded landfills, the country is pushing for regional waste-treatment hubs. This approach forces local actors to collaborate, pool resources, and process organic and dry recyclable materials closer to where they are generated.
Viewing waste not as trash, but as secondary raw material, is the missing puzzle piece for Costa Rica’s green transition. By unlocking the value of that neglected third of our waste, the nation can stimulate green entrepreneurship, protect its delicate ecosystems, and prove that sustainability and economic growth go hand in hand.
