The country’s transition toward a sustainable industrial model is reshaping how the food and beverage sector manages packaging life cycles from design to post-consumer recovery.
According to research from the Ellen MacArthur Foundation, up to 80% of a product’s environmental impact is determined during the initial design phase. This insight has driven industrial leaders to prioritize eco-design, raw material renewability, and supply chain decarbonization from the earliest stages of development.
🔬 Breakthrough Innovations in Sustainable Packaging
To support this shift, Tetra Pak invested approximately €100 million into research and development during 2025 across six global specialized research hubs. A key technological breakthrough includes the deployment of a pioneer paper barrier for juice cartons, which increases overall cellulose content while cutting the product’s carbon footprint by 43% compared to traditional aluminum-and-fossil-polymer structures.
In Costa Rica, this input substitution is complemented by plant-based caps and straws derived from sugarcane polymers. Furthermore, Tetra Pak reduced direct operational emissions by 56% globally and achieved 97% renewable electricity usage across its facilities.
⚙️ How Post-Consumer Recycling Works: From Packaging to Raw Material
Beverage cartons consist of 70% FSC-certified wood fiber, with the remaining 30% composed of thin polyethylene and aluminum layers that preserve food without requiring chemical preservatives or refrigeration. Reincorporating these materials into the economy relies on a chemical-free, mechanical recycling method:
- Hydraulic Pulping: Industrial hydrapulpers use water agitation to cleanly separate paper fibers from plastic and aluminum layers without chemical additives.
- Paper Fiber Recovery: Recovered cellulose is repurposed locally into high-grade cardboard, kraft paper, and industrial shipping boxes.
- Polyaluminum Processing: The remaining plastic-aluminum mix is thermally processed at ~115°C into dense granules and durable plastic lumber used for outdoor furniture, modular construction, and urban infrastructure.

🌎 Costa Rica as a Regional Benchmark
Costa Rica led regional collection efforts in 2025 with 1,671 tons recovered, outperforming regional peers including the Dominican Republic (518 tons), Panama (102 tons), and Guatemala (79 tons).
This success is driven by a joint multi-year investment between Tetra Pak and national manufacturer Empaque Santa Ana, establishing a dedicated recycling line in Costa Rica. While paper fibers are processed locally, polyaluminum is exported to specialized recyclers in Panama and Ecuador for transformation into plastic lumber.
