Orgo-Life the new way to the future Advertising by AdpathwayThe Uttar Pradesh government has submitted a comprehensive set of proposals to the 16th Finance Commission aimed at strengthening disaster response and mitigation efforts across the state, officials said on Wednesday.
A key demand is the revision of guidelines governing the State Disaster Response Fund (SDRF) and the State Disaster Mitigation Fund (SDMF) to enable quicker and more effective relief for disaster-affected citizens.
One of the state’s major recommendations is the inclusion of state-notified disasters, such as heatwaves, lightning strikes, unseasonal rains, storms, snakebites, and drownings, into the national list of recognised disasters.
The state government backed this appeal with data showing that such events disproportionately impact Uttar Pradesh. In the 2024–25 financial year, the state recorded 4,534 deaths from these disasters, compared to only 176 from those already recognised at the national level.
The government stated that Chief Minister Yogi Adityanath has personally urged the Centre to take these issues seriously and offer appropriate support. Reflecting the rising scale and frequency of these disasters, the state has proposed increasing the expenditure limit on state-notified disasters from 10% to 25% of the disaster fund allocation.
Another major request is for greater flexibility in the use of disaster funds. The state has asked for permission to reallocate funds between budget heads within the SDRF and SDMF to ensure optimal use of available resources, especially in cases where specific allocations remain unused.
The government has also sought approval to construct dedicated office buildings for District Disaster Management Authorities in all districts.

In addition, it has asked that 1% of total funds be earmarked for administrative expenses, to build better infrastructure.
